In a mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, and baking soda. Whisk in the vanilla extract and oil. Slowly add the milk, & mix until smooth. Divide the batter into 4 well-greased ramekins, and add the chocolate chips to the middle. Bake for 20 minutes at 350° F.
